The idea of drafting guidance on aerodrome operational manning requirements was mooted at the 23rd meeting of the ACI Asia-Pacific Regional Operational Safety Committee held in Hong Kong in April 2019. The motive was to suggest a methodology with some scientific basis for airport operators to estimate and justify manpower requirements.

Practical guidelines on the identification of safety hazards to aerodrome operations and the establishment of corrective and preventive measures and actions to mitigate the safety risks caused by such hazards.

A simple set of guidelines to help airport operators quickly establish a plan to remove disabled aircraft.

The Quick Start Guide helps airports quickly understand and implement the Global Reporting Format.

The result is a booklet that attempts to list out the factors that promote innovation in six categories:• Leadership Style;• Organization of Work Teams and Communication;• Work Culture, Environment, Motivation and Training;• Attitude and Method of Thinking;• Use of Technology; and• Others.

The first edition of this booklet covers four job functions: airside driving, FOD control, runway surface condition assessment and reporting, and inspection of movement area. The other five functions, planned to be included in the next edition, are: aerodrome movement area maintenance, work in progress, wildlife hazard management, apron safety, and runway safety.

The purpose of these guidelines is not to substitute the library of existing literature on the subject but rather to give advice airports who wish to have a “quick start guide” before delving into to other more detailed materials.

The importance of ensuring that the runway surface is in good conditions for a 300 metrictonne machine hurtling at 300 km per hour to land or take off safely cannot be overstated.
