Invitation for participation in the grant of concession: Runway expansion of Murun Airport

The State Procurement Agency, the implementing agency of Mongolian government invites Mongolian and foreign legal entities and their  partners  to  participate  for  the  concession  of “Project to expand the runway of the “Murun” airport of Khuvsgul province to 4C category” which will be implemented on a "Design - Build - Operate - Transfer /DBOT/" basis.

Under the project, the legal entity and its partners that has obtained a concession shall increase the capacity of the “Murun” airport in the Khuvsgul province with its own resources and aerodrome with 4C reference code that meets the requirements of the International Civil Aviation Organization /ICAO/, to expand and reinforce the runway at the airport with a passenger terminal building complex, upgrade and use of passenger terminal building complex with equipment to expand. Investments in the project will be made up of operating income during the period of the concession agreement and transferred to the State and local property as specified in the contract at the end of the term.

In accordance with the Law on Concessions and the "Procedures of Competitive Bidding for Concessions" and "Procedures of evaluating proposals of Competitive Bidding for Concessions" approved by Government Resolution № 103 of 2012, the tender process for project concessions will be organized.

 According to this invitation, request for pre-qualification   document   with   official   letter   and   bank   transfer   note   of   non- refundable price   of the document   5,000,000.00 (five million) MNT / Bank:  State Fund, recipient: The State Procurement, Account:1009000009014/ shall be granted to the submitted the legal entity and its partners.

The legal entity and its partners who want to participate in the competition will receive a blocking the vote before 10:00 a.m. on November 22, 2023, as taught in the preliminary audit document.

The applicant who submits an offer to participate in the contest has the right to withdraw or re-submit its previous offer before the deadline for accepting the offer expires.
