Request for Proposal: ACI Asia-Pacific Invites a Consulting Partner for Airport Industry Connectivity Study

  • 2022-10-24

When it comes to aviation, the term connectivity carries different meanings to different generations, but what remains constant is the desire of people and businesses to travel and deliver goods to different places, facilitate the exchange of knowledge, experience and ideas, and to have convenient access to different cultures in the consistently globalising world.

As a result of the COVID-19 pandemic and the associated full-scale transportation crisis, air services were significantly reduced, with many routes suspended indefinitely. The remaining routes were significantly downsized in terms of frequencies and/or capacity, and in many instances, only a few selected lifeline routes retained for humanitarian purposes.

As the industry recovers from the adverse impacts of the pandemic, at an uneven pace across the vast region represented by ACI Asia-Pacific, the connectivity in the aftermath of the pandemic remains unclear.

As such, ACI Asia-Pacific seeks to commission a competent consultant to develop a new analytical product – “Airport Industry Connectivity Study: Asia-Pacific and Middle East” (the Study). The Study aims to provide evolutionary analyses of industry connectivity trends before the COVID-19 pandemic, the impacts of the pandemic on air connectivity in Asia-Pacific and the Middle East, the recovery prospects of connectivity, followed by analyses with respect to links between air connectivity and social and economic development, and identification of major connectivity gaps and opportunities.

The scope of the Study shall include, but not limit to, the following major components:

  • Definition of air connectivity;
  • Discussion of the importance of air connectivity with respect to economic and social development;
  • Methodology to quantify connectivity and establish a connectivity index;
  • Identification and analysis of key trends in connectivity recovery;
  • Elaboration of major explanatory variables in connectivity variations within the regions;
  • Identification of major gaps, risks and challenges in restoring and developing connectivity in short, medium and long term;
  • Discussion of endogenous and exogenous factors that may affect connectivity.

Interested parties who wish to receive a copy of the RFP document for the above shall forward their company name, together with the name, position, telephone number and email address of their contact person by email to:

>> Mr. Ilia Lioutov, Senior Expert, Economics & ESG, ACI Asia-Pacific
>> Mr. Philip Kwok, Economic Research Analyst, ACI Asia-Pacific

All proposals shall be submitted by email no later than 17:00 (GMT+8) on 21 November 2022.

All proposals must include proposed fees quoted in US Dollars and be inclusive of all fees, charges and taxes.
